This is an Aqua Pen, an ink making fountain pen, commonly known under the Empex brand, though they were originally made by the Universal Fountain Pen & Pencil Company of Brooklyn, New York and later was a brand of Rohill, Inc. of New York, NY. It worked by filling the clear cartridge with water to wet and activate the dry ink in the bottom of the cartridge. This was done by putting the nib in water and squeezing the cartridge.

The nib appears aligned under a loupe and has folded tines instead of tipping. We filled and write tested it using an ink sac and it writes an even, smooth fine line in all directions. We rinsed it clear with water by flushing with the ink sac. The cap and barrel show light scratches, scuff marks and tiny pits that can be seen in the photos. The barrel is slightly warped. The gold plated trim has a lot of visible wear. The ink cartridge appears to be unsued and we did not fill it. You can try it yourself and see if and how it works!
